Program Manager

African Wildlife Foundation is seeking a high-performing Program Manager to provide support to the Ethiopian Wildlife and Conservation Authority for the implementation of a program supported by KfW Bank to improve the conservation status of the Simien Mountains National Park.

Expertise in the following areas is required:

  • Good appreciation and understanding of working with the Government of Ethiopia at local, regional, and national level.
  • Knowledge and experience of working with the Ethiopian Wildlife Conservation Authority (EWCA) and the Charities Agency in Ethiopia.
  • Experience in managing and implementing programs in Ethiopia.
  • Protected Area (PA) general management.
  • Development and implementation of PA management plans.
  • In situ training of EWCA Parks staff and personnel.

The key role of the Program Manager will be to liaise and work with the Ethiopian Government on all necessary levels including the EWCA, the Charities Agency, as well as the National Steering Committee (NSC), the Project Coordination Unit (PCU) and Project Management Teams (PMT) established under the KfW funding program to ensure smooth and efficient implementation by AWF. These activities will have to be carried out in a logistically challenging environment. The candidate will report to the AWF Director for Land Conservation.

Key Duties & Responsibilities

  • Work with the AWF Chief Technical Advisor and the Finance & Administration Expert to ensure full and effective implementation of the program.
  • Ensure effective and timely reporting to the various committees established under the program in the SMNP.
  • Work with the Finance & Administration Expert on the procurement of equipment and resources required by the project.
  • Assist EWCA in the day-to-day management of the SMNP.
  • Work with EWCA to develop and implement a General Management Plan (GMP).
  • Work with EWCA to develop an Annual Operational Plan (AOP) and budget.
  • In the development of the GMA and AOP above, emphasis should be put on the need to improve the coordination of the efforts between the park authorities and the neighboring communities for more effective security of the PA.
  • Assist the Finance & Administration Expert in the preparation of financial reports, financial forecasts, and monthly/annual sets of accounts.
  • Ensure full compliance with the Charities Agency.
  • Liaise closely with the National Steering Committee (NSC), the Project Coordination Unit (PCU), and Project Management Teams (PMT) and represent AWF on these committees where appropriate.

Expected Outcomes & Deliverables

  • A clear and achievable Annual Work Plan with the associated budget.
  • Strong Liaison with the committees and consultants established under the KfW-funded program for the SMNP.
  • Strong liaison with local and regional government bodies and agencies.
  • Full compliance with the Ethiopian Charities Agency.
  • Initiation of a GMP for the national park.
  • Improved capacity of the EWCA Warden and his staff in the general management of SMNP and understanding of management programs.
  • The basis for the implementation of a more solid and well-informed management and protection strategy is laid out.


  • At least 10 years’ experience working in or with the Government of Ethiopia.
  • At least 5 years of experience in “on the ground” wildlife management.
  • Experience in collaborating with governmental conservation institutions, military structures, and private sector stakeholders involved in conservation/PA management NGOs.
  • Experience in working with the Ethiopian Charities Agency.
  • Fluency in English, with excellent oral communication skills.
  • Experience in working with local communities.
  • Team player with the ability to work in logistically challenging environments.
