Facilitating a Review of the Uganda Forest Policy and National Forest Plan

The Minister for Water and Environment (MWE) under the National Forestry and Tree Planting Act of 2003 (NFTPA 2003) is charged with the formulation and implementation of the Forestry Policy, the National Forest Plan and the overall management of the forest sector, through the Directorate of the Environment Affairs, the Forest Service Support Department (FSSD) which supervises the District Forest Services (DFS), and the National Forestry Authority (NFA).

The African Wildlife Foundation, on behalf of the Ministry for Water and Environment, is seeking the services of a service provider to carry out:

  1. A summary review of the outcomes and performance of the current Forestry Policy (2001) and the National Forest Plan (2011-2021).
  2. A comprehensive revision and update to the Forestry Policy and National Forest Plan for a better-governed and performing forest sector incorporating the recommendations of previously commissioned reviews, including those of the REDD+, ROAM and FLEGT processes.

The service provider will be expected to develop a methodology for the review process and to subsequently lead and execute on the review guided by a steering committee chaired by the Commissioner for Forestry.

Experience and Qualifications

The lead consultant must be a holder of at least a master’s degree in forestry, natural resources management and/or natural resource economics. S/he should have proven experience in leading policy reforms/reviews or development strategies. At least 15 years’ of experience is required, of which 10 years’ should be relevant experience in East Africa. International experience in REDD+ and/or REDD+ environmental and social safeguards is an added advantage. Experience combining relevant work in Uganda and internationally is strongly preferred.
